Leider habe ich das klicken der Handschellen nicht selbst gehört, aber es ist ein gutes Gefühl zu wissen, dass die geklickt haben - und zur Abwechslung mal nicht nur bei den kleinen Fischen sondern bis in höchste Ebene: Bürgermeister, Stadtrat, ehemalige Minister…

Einige werden es geahnt haben, es geht um das leidigste Thema in Estland: Korruption. Laut Transparency International liegt Estland weiterhin hinter vielen Ländern der EU zurück, doch das sollte sich bald ändern -. wenn die jüngsten Erfolge der Polizei in die Wertung einfliessen: 2003 hatte die damalige Regierung von Juhan Parts das Budget und die Befugnisse der Anti-Korruptions-Behörde stark erhöht, dieses Jahr erntete man die Früchte dieser Politik. So wurden unter anderem der Bürgermeister von Pärnu (und auch sein stellvertreter, beide von der Center Party) verhaftet, mehrere Vorstandsmitglieder von Merko, der grössten Baufirma, ein ehemaliger Minister und der 2te Mann der Center Party von Edgar Savisaar, Mitarbeiter der Tallinner Stadtverwaltung, etc etc…

Das gerade in der Tallinner Stadtverwaltung korrupte Verhältnisse vorherrsche,n war länger bekannt. Im Sommer etwa schlug ein deutscher Unternehmer Alarm, da die Stadt versuchte, lukrative Standorte in der Altstadt für Kioske durch unmögliche Fristen einem Freund des Bürgermeisters zuzuschachern. Unter dem Druck der Öffentlichkeit zog die Stadt die Sache vorerst zurück und veranstaltete eine korrekte Ausschreibung - am Ergebnis dürfte das zwar wenig ändern, aber immerhin zeigte der Vorfall, dass die Öffentlichkeit nicht mehr alles einfach so hinnimmt.

Es wird sicherlich noch viel Zeit vergehen, bis die Korruption in Estland ganz verschwunden ist. Der Traum vom grossen Geld ist in Osteuropa natürlich immer noch da, der Kapitalismus und die freie Marktwirtschaft haben viele menschen schnell reich werden lassen, die jetzt als Vorbild dienen und schlussendlich: Im real-existierenden Sozialismus war Korruption an der Tagesordnung, es war einfach normal sich durch Geschenke Vorteile zu verschaffen. Die Erfolge der Polizei und auch gerade die Tatsache, dass die Verhaftungen in die höchsten Kreise gehen zeigen, dass man hier auf einem gute Weg ist.

Yeah I know it. In principle I know it. I live for 2 years here and I should get used to it. In a way I did. But it is still so strange…

Well, those who live in Estonia also might already guess what I talk about: Service in Estonia.

It was a nice evening with a friend in Nimeta Bar yesterday, the only bar that showed the Championsleague game of my favorite team FC Bayern: my team won 3:0, great match, fun to see.

But this is not why I write here. I arrived exactly one minute before the game started, sit down at a table close to the bar and watched the game. The waitress passed me many times, but it took her exactly 45 Minutes to find the time to ask us if we want to have something. I would not mind if the bar would have been so crowded that they had no chance. Or if she would have been alone in the bar. But we could see the 4 waitresses sitting and chatting and laughing the whole evening.

Since I live in Estonia I realised that service is something the Estonian waiters are not trained in. Of course I understand that these people earn so small that of course they are not very motivated but still: it is annoying for a guest to be ignored totally.

Remember, boys and girls who you work as waiters: Service is a reason to give tipp!

Winter started, right in time as today also the Tallinn Christmas Market opened its gates… Time for hot wine under the Christmas tree, and what can be better than drinking something hot and tasty in the snow mediavel oldtown of my loved city.

I am writing this still in my appartment, but soon I will go to town to get some impressions and even try to make some more pictures. First I have to upload some christmas and snow songs on my Ipod and then - here we go

yes. i know. estonian theatre is not too interesting for people who are not able to speak/ understand estonian. but maybe some Estonians are reading this blog also - who knows!?
anyway:
today starts the UNT!-Festival (the link leads you directly in the estonian universe of the festival webpage … huu.) at Tartu. It is dedicated to the famous estonian writer Mati Unt and it starts today with a tango-party at the Vanemuine theatre. After the festival i can tell you more…

The festival takes place 8-14th of september in different locations in Tallinn Old Town, e.g. in Von Krahl (Rataskaevu 10) and Clazz (Vana Turg 2). You can watch performances, take part in seminars, workshops and discussions for free! (By the way, these nice guys making my post more interessting are also available for free - on the festival’s web page )
